This tabloid headline is addressing Penelope Cruz's feelings about her younger brother dating Eva Longoria. It is about her hostility towards the relationship more than the relationship itself. The editors use a loving picture of the couple on a stroll while they strategically place a picture of Penelope glaring out of the corners of her eyes next to the picture of the couple. By using the picture, that was no doubt taken out of context, they are implying that she is the evil one in the situation that is trying to ruin the happy relationship. They also back this up in the article by quoting unnamed sources regarding Penelope's alleged contempt for Eva.
Before reading a word, anyone who sees this picture can instantly recognize Penelope as being upset or mad at the other two people in the picture next to hers. This juxtaposition of images invokes the feelings that the editor is trying to convey. But by using two random pictures out of context it is hard to really know if the couple is happy and if Penelope is truly upset.
I have to agree with the statements made here and the conclusions that have been drawn. I'm not sure whether or not it is disclosed why Cruz would be upset by having her younger brother dating Longoria.
